The Michigan Department of Corrections identifies Cooper Street Correctional Facility, also called JCS, as an In-Reach and release facility. Its role includes P-70 parolees returning to Region 8. Cass County is part of that region. A person whose community plan points to Cass may therefore complete release processing in Jackson, leave state prison there, and later report for supervision in Cassopolis.

That sequence crosses county lines without changing the operator. MDOC controls the prison stay and the state release record. Cass County Sheriff does not hold Cooper Street’s prison departure record merely because the person plans to live in Cass. If parole follows, the local field office can handle state supervision after departure. If maximum discharge occurs, MDOC jurisdiction ends rather than shifting to parole.

Confirm Cooper Street Releases

The MDOC Offender Tracking Information System is the first public route. OTIS covers current prisoners, parolees, probationers, and people discharged from MDOC supervision during the public three-year period. It does not cover Cass jail-only cases. A name that appears in county court records but never entered state corrections may have no OTIS profile.

1. Search by the six-digit MDOC number when known, since that is safer than a name alone.
2. If the number is unknown, enter the first and last name and narrow the result only as needed.
3. Open the matching profile and verify identity with the identifiers and physical-description fields.
4. Read the top status, assigned location or supervision, and each sentence entry.
5. Look for date-paroled or discharge information rather than treating an eligibility date as actual release.

A “Prisoner” status means MDOC confinement continues. “Parolee” supports physical departure from prison into community supervision. “Discharged” means MDOC supervision has ended within the public display period. A negative result alone proves little because older discharged profiles age out, exempt records may not appear, and name searches can miss a match.

Cooper Street OTIS Release Fields

OTIS uses specific terms that should not be compressed into one “release date.” The record may display an Earliest Release Date, Maximum Discharge Date, date paroled, current status, supervision location, and separate sentence entries. Each field answers a different question.

Concurrent and consecutive sentences can produce several date entries. The controlling sentence matters. A placement review, detainer, misconduct, corrected court document, or new adverse information can also affect processing. For that reason, a Board decision and a proposed date must be distinguished from the later event of physical departure.

OTIS is a public status tool, not a certified release packet. When the exact state departure or final discharge must be documented, request the particular MDOC record. Useful items can include the release record, date-paroled information, discharge record, and Discharge Certificate when one exists and is disclosable. The request should identify the full name, MDOC number, facility, and bounded dates.

Cooper Street Releases to Cass

A Cass returnee who leaves Cooper Street on parole can be assigned to MDOC Field Operations in Region 8. The Cass County Parole/Probation Office may then become the local supervision contact. The physical prison exit and the reporting office are not the same place, and their records should not be merged.

OTIS supplies the person-level state status. The local office can help clarify the listed supervision location or proper reporting channel. A reporting relationship is evidence of supervision, not proof of the exact Cooper Street departure time. Conversely, a Cooper Street release record does not by itself show that every later reporting obligation was completed.

Final discharge takes a different path. Once MDOC jurisdiction over the sentence ends, there is no parole supervision to transfer to Cass. OTIS can retain a discharged profile for three years after supervision discharge, after which older state records may require an MDOC records request.

Cooper Street Custody Distinctions

Several events can end a stay at one MDOC location. Parole releases the person from prison into the community under supervision. Maximum discharge ends the state sentence at its maximum endpoint. Community placement changes the setting under MDOC authority. A transfer moves the person to another facility or authority while confinement continues.

Correct Cooper Street Release Data

Preserve the MDOC number, the exact disputed field, the displayed value, and the date observed. That gives the responsible office a focused issue to review.

A screenshot can preserve what the public record showed, but only MDOC can correct its database. A Cass court may correct its own judgment or docket, and Cass Sheriff may correct its own jail record. None of those local offices can edit an MDOC release status merely because the person’s case or planned home is in Cass County.

Does an Earliest Release Date prove departure? No. It marks the point at which the minimum term has been served and the Board gains jurisdiction, subject to the governing sentence rules. The later decision, proposed date, processing, and actual departure are separate events.

Does “Parolee” mean the sentence ended? No. It supports prison departure and ongoing community supervision. A later discharge record marks the end of MDOC jurisdiction. This distinction matters for a Cass returnee because the local office may remain involved after the person has left Cooper Street.
